HARRIS COUNTY, Texas – Work was halted on the Ship Channel Bridge replacement project almost two years ago. However, just this week, the Harris County Commissioner approved a fundraising plan to get the project back on track.
KPRC 2 Investigates reported over the summer that the company hired to audit the project will take over as the new company in charge of the project:

The previous bridge project was halted after an audit of the completed works found it did not meet standards.
The new plan adds $ 300,000,000 to $ 400,000,000 to the billion dollar project and initially extends the schedule to 2025.
We asked HCTRA about the new agreement with COWI North America.

Is it part of normal job procurement practice to hire the same company to carry out the project that it audited?
Our agency follows a qualifications-based process for the selection of professional services. In 2019 and [in] 2020, the same process was followed.
What is the total cost and delivery date for the Sea Channel Bridges Project?
The overall cost of the project is estimated at $ 1.4 billion, which includes construction management.
What protections are in place against delayed delivery and cost overruns?
The construction contract includes damages clauses that are standard for a construction contract of this nature, in order to mitigate potential delays in the schedule. Cost management begins with a good estimate of the initial costs before the execution of any construction contract.
